The salt burden in a stream reflects the blend of salty and fresh flows from different soil areas in its catchment. Depending not only on long-run rainfall, water yields from a soil are also determined by land cover: lowest if the area is forested and greatest if cleared. Water yields under agro-forestry, lucerne pasture, perennial grass pasture, and annual pasture or cropping options span the range of water yields between the extremes of forested and cleared lands. On the assumption that greenhouse gas emissions are causing climate change that is detrimental to humanity, the paper focuses on some economic dimensions of the issue which seem to be poorly understood by Australian media commentators, policy analysts, interest groups and the political parties. Using a neoclassical welfare economics framework the paper explores the costs and benefits of greenhouse gas abatement with reference to the findings of the Stern Report, the setting of greenhouse gas targets by Australian political parties, the danger of the government “picking winners” and the emerging carbon theory of value. There have been numerous anthropogenic-driven changes to our planet in the last half-century. One of the most evident changes is the ubiquity and abundance of litter in the marine environment. The EU Marine Strategy Framework Directive (MSFD, 2008/56/EC) establishes a framework within which EU Member States shall take action to achieve or maintain good environmental status (GES) of their marine waters by 2020. The Australian Government's Carbon Pollution Reduction Scheme (CPRS), March 2009, set a target of 5 to 15 per cent emission cuts during 2000 and 2020. The proposed target is weak and is likely to increase mitigation costs in Australia in the long run. This research report analyses the target’s efficiency as well as provisions for preventing carbon leakage. The research also looks at the nature of changes to the CPRS made during 2008 as well as the likely cause of these changes. The free allocation of output-linked, tradable permits to Emissions-Intensive, Trade-Exposed (EITE) sectors was much higher than previously proposed and greater than what is needed to prevent carbon leakage.
